Due to the forum update, a few of the anti-spam mechanisms for user creation don't work currently.
In order to prevent spambots from mass-registering, I disabled user creation for now.

I've added reCAPTCHA v3 and re-enabled registration, we'll see how well it holds up for a day or two, we can use it until we figure out something else that works
