I recently had a new computer and unfortunately, it came with Windows 11. So I had to re-install Winamp.
I then re-installed all of my plug-ins...except In_VGM is not working.
If I download an older version and install the non-W version, it works (??? baffling given it's the latest version if Winamp, 5.9) but if I try to install a newer version of In_VGM, it display the dreaded "NOT LOADED" status and nothing works at all.

Can you try to install the Visual C++ 2010 Redistributable (32-bit)? That should probably solve the issue.
Recent versions of in_vgm were built using Visual C++ 2010, but Windows doesn't include its runtime by default.
Older versions of in_vgm were build using Visual C++ 6.0 from 1998 and their DLLs are part of Windows for a while now.
