"Not sure if I've posted about this somewhere else already, but it's good to have it mentioned here anyway. I'm fairly confident that E FUGU is an alias of Sachio Ogawa.

Mainly, this is because of their earliest works, Putter Golf and Labyrinth of Death/Fatal Labyrinth. Those were two of earliest games to release on the SEGA GAME LIBRARY, alongside the first of the Phantasy Star II Text Adventure, which we know is by Ogawa. These 3 games all share an incredibly similar sound and aren't quite like any of the other SEGA GAME LIBRARY titles." - Enja Hamman
