Tried my best to find artist credit for the songs however nothing came up, so unless someone's able to figure that out, I have no choice but to leave the artist tag blank.

The composer is probably "Hiroshi Kimura".
One thing that I can tell by this because I've heard and founded a similar snare drum on a track on Lethal Thunder (UE) / Thunder Blaster (J) (https://vgmrips.net/packs/pack/lethal-t ... 15-ranking). Also, he is one of the few composers of Irem that I would claim having hummable songs (and not having earrape) on the final version of the soundtracks that he made.
