Some notes...

If the C140/C219 frequency is 43500, it should sound closer to OST / hardware. This is the master clock (50113000 / 2 / 576). My old packs should probably be updated to match this, as well...
C219 emulation is not correct, stereo channels need to be swapped and the mulaw algorithm from the C352 should be used.

Updated the pack to correct the clock based on ctr's suggestion and to fix a slight flie naming mistake I had (Victory Decision was accidentally written as Track 11 rather than Track 10)
