Composer is Kentaro Koyama. He lists it in his works on his old Hitmaker Sound Page member page. Can't post links, but Segakore has backups of old SEGA websites (found under Sauvegarde), including Hitmaker, where the Hitmaker Sound Page, or Sanpe (さんぺ) can be found.
