This soundtrack is a mess. I felt the need to do a mini-review, although maybe it's not necessary.

Some of the songs are recycled directly from Quartet. Others sound like "composer's first attempt at sampling", abusing samples that definitely sound inappropriate for the music, not to even mention that they're off key. Then we have the jazz bops which unfortunately are spoiled by the bad sampled percussion.

Definitely a soundtrack with potential, but the sampling work is awful and the music direction is all over the place. A shame really. The recycled music is also unfortunate, I assume they used placeholder music and couldn't compose enough original music in time.

This is a shot in the dark, but my guess would be that Kazuhiko Nagai might have composed the original tracks considering the style similarities to Rad Mobile, especially when listening to Track 4 and comparing it to "Soup Up"
Maybe looking further into his music credits might yield something.
