Another pack that I had a long time ago, maybe I'm missing some composers, or some songs are missing tags (there are two songs that I didn't know their use).

Yes, it would have been licensed for use. There are many other F-1 racing games that used Truth for their opening/attract BGM, for example the prequel to this game and the several F-1 Grand Prix titles Video System developed for the SNES (I believe they are ports, though the music isn't quite the same, you can find them at snesmusic.org), as well as F-1 Grand Prix Star I + II by Jaleco, which were logged recently. No doubt many others as well. It would be interesting to see a full list of F-1 racing games that use Truth as the opening theme! There must be dozens.

Truth was used as the opening song of the F1 world championship broadcasts in Japan, here's an example. This game took the logo from the TV broadcasts too.
