I've been searching around for a bit here and can't seem to find a good answer other than using vgm_stat and tagging each track. I found a Pokemon Crystal pack on Zophar's Domain but unfortunately they were M3U's and not VGM's.
I've also heard of dropping them into Foobar2000 but that doesn't seem to do anything...
I looked to see if there was anything in the vgm tools but it doesn't seem so other than vgm_stat. If someone could help, I'd really appreciate it!

M3U playlists are text files. You can open them with notepad and see a list of files to be played back.
This has nothing to do with VGMs.
M3U playlists are most commonly listing MP3s, but they are just a list of files. Whether or not the files that they list can be played back depends on the program that is trying to play the referenced files.
