Hmm, are you saying there isn't one, like the .opm format for the ym2151 or the .tfi one for the ym2612?

I am talking about a tool that can convert fm instruments, found in vgm files that uses the YM2610 chip, to files that can be used as instruments in Furnace Tracker.

Ah, that's what you mean. Your question about "vgm2opnb" suggested that there exists a ".opnb" format, because an "a to b" tool usually converts between two different formats.
Maybe some OPN instrument editor works for your problem?
2612edit can definitely read YM2610 instruments and save them as .gyb. I don't know if vgm2pre or OPN2BankEditor also work.

Can someone create a program that can extract the files in GBS group files? I can't find any that work without the music's loops being lost!
