Why does it play quietly?

Because neither Sonic of 8! nor me applied a volume gain and the game plays the music at this volume.

My packs are in a true, very "RAW" files. A example of this, is the 0.6 second in Taito games that has YM2610 (and some other ones). So, I never apply these patches like this.
