This interview with Yoko Shimomura suggests that Yuki Iwai and Syun Nishigaki were also involved with The King of Dragons music, somehow, though it isn't completely clear.

22. Dragon Fire (Final Boss Red Dragon) it's using the wrong version, it's using the faster version when the final boss only haves 1 bar left, there's a normal version.
